The President of Ukraine, Volodymyr Zelensky, approved bill No. 11225, which reforms the procedures for conducting medical and social expertise (MSEC).
This law was returned to the Verkhovna Rada after its adoption on October 29.
The bill introduces significant changes to the disability determination procedure. Now, patients will be able to participate in MSEC meetings in an online format, which will save Time and money. The law also allows for the consideration of patients' materials remotely, without their mandatory personal presence.
- One of the main changes is the ability to enter MSEC results into the electronic health system, which will speed up decision-making and make the process more transparent.
- Now, lawyers, representatives of people with disabilities, and patients' personal doctors can attend MSEC meetings.
- The law also grants patients and their representatives the right to video and audio record meetings and take photographs of documents.
The Cabinet of Ministers will establish maximum time frames for MSEC meetings, determine the grounds for remote meetings, and develop a clear list of grounds for depriving commission members of the right to make decisions.
The innovations are aimed at improving the medical and social expertise procedure for people with disabilities.
