ISW assessed the new threats from Putin's 'Oreshnik'.

Analysts analyzed the possible consequences of Russian leader Vladimir Putin's threats to launch the 'Oreshnik' missile.
According to the Institute for the Study of War (ISW), analysts believe that the 'Oreshnik' missile, launched by Russia over the Dnieper, is not innovative weaponry. The use of this type of weapon will not escalate the conflict.
Experts also emphasize that Putin's goal is to scare Ukraine and distract Kyiv from the possibility of escalating the conflict with missile strikes on Russia. Thus, the Russian leader underscores the range and utility of the missile while comparing its destructive capabilities to that of a meteorite.
'Even Putin's threats to strike at the 'decision-making centers' in Kyiv are empty words, as Russian troops are already regularly attacking civilian and critical infrastructure in such cities using drones and missiles capable of carrying nuclear warheads,' ISW states.
Analysts, citing five sources close to American intelligence, also emphasize that the strike of the 'Oreshnik' missile on November 21 did not change the assessment put forward by US intelligence that the Kremlin is highly unlikely to use nuclear weapons in Ukraine. Even amid the attacks of the Armed Forces of Ukraine with military equipment on Russia.
'Thus, Putin's endless praises for the 'Oreshnik' development and Russia's missile potential are part of a psychological operation being conducted by the Kremlin and cannot be considered a sign of new Russian means for deep attack,' ISW adds.
Recall that the expert examined Putin's relativity regarding the use of nuclear weapons.
