Kellogg clarified the position of the USA on Ukraine's territorial concessions and announced a large-scale agreement.

On Thursday, US Special Envoy for Russia and Ukraine Keith Kellogg reported on the future of Ukrainian territories and the prospects of a new economic partnership between the countries. In an interview with Fox News, Kellogg supported the position of US Secretary of Defense Pete Hegseth regarding the slight likelihood of Ukraine returning to its 2014 borders after the war ends.
There will be a certain agreement on potential territorial loss. But listen, you don’t have to acknowledge it.
The diplomat drew a historical parallel with the Welles Declaration of 1940 regarding the Soviet occupation of the Baltic States.
When the Soviet Union conquered the Baltic States, we never said that they owned these countries. We said that they were simply under occupation.
Kellogg revealed details of a new US economic initiative. He stated that the American side proposed a large-scale agreement to Ukraine regarding rare earth materials.
We are talking about hundreds of millions of dollars in potential rare earth mineral value that exists in Ukraine.
This issue is expected to be discussed during the meeting of the Ukrainian delegation with American representatives at the Munich Security Conference. Kellogg emphasized that such cooperation could serve as an additional security guarantee for Ukraine.
A true stable peace is needed, which is guaranteed from the perspective that there is a security agreement among all parties that is long-term and very sustainable,' he concluded.
