ISW analyzed the new agreement between Russia and Iran.

Russia and Iran signed an agreement on strategic partnership, which includes military-technical cooperation. Under this document, Iran obtains the opportunity to export Shahed-type drones and other military equipment to Russia. Analysts from the Institute for the Study of War released this information.
The agreement between Russia and Iran also covers issues of strengthening defense cooperation, intelligence sharing, the use of nuclear energy, transport support, and the development of the International Transport Corridor 'North - South'. The terms of the agreement prohibit any third party from using the territory of Russia and Iran to threaten security.
Analysts note that the agreement allows for numerous opportunities for 'military-technical cooperation' between Russia and Iran. Iran may supply drones and other military equipment to Russia, as well as provide assistance in their production. The agreement could also lead to increased use and production of these drones in Russia.
Additionally, Russia may establish aircraft refueling centers and a naval presence in Iran, as well as use its territory for operations in North Africa and the Middle East. However, experts warn that Iran may be cautious in undertaking such steps due to possible sanctions and Western reactions.
The agreement between Russia and Iran has the potential to help Russia evade Western sanctions and mitigate economic problems by expanding economic and transport ties with Iran. It is worth noting that the agreement does not contain provisions for mutual defense, indicating Russia's limited military potential beyond Ukraine.
