Fake Booking by the City Hall — Officials Detained in Odesa.


Two officials of municipal enterprises of the Odesa City Council are suspected of fake booking and embezzlement of the city budget. The defendants face imprisonment, and the investigation is ongoing.

Details of the Case
The acting director and head of the personnel department of 'ZKS 'Porto-Franківський' in 2024–2025, according to the investigation, illegally employed and booked 14 people. These employees did not perform any labor duties and were formally employed only to receive a deferment from mobilization.
Moreover, according to the investigation, officials of 'ZKS 'Porto-Franківський' and 'Fontanský' established a mechanism for misappropriating budget funds allocated for wages and bonuses. More than 50 employees were fictitiously registered for this purpose.
Law enforcement officials conducted searches at the work and residential places of the defendants as well as individuals who were falsely appointed to positions and seized physical evidence.
What Punishment Awaits
The defendants have been informed of the suspicions under part 4 of article 191, part 5 of article 426-1, part 1 of article 114-1 of the Criminal Code of Ukraine (obstruction of the lawful activities of the Armed Forces of Ukraine, misappropriation of budget funds and abuse of office). They face up to 8 years in prison.
