Two subsidies instead of one: how displaced persons will receive additional assistance from the state.


The Government of Ukraine has made a revolutionary decision to support internally displaced persons (IDPs). According to the decision of the Ministry of Social Policy, from the beginning of 2025, a housing rental subsidy program for displaced persons will be introduced in the country.
According to the Minister of Social Policy, Oksana Zholnovych, this program is aimed at helping Ukrainians who remained in the country but lost their homes due to the war. She noted that in the conditions of war, it is impossible to quickly rebuild the necessary housing for all IDPs, so it is possible to help with rental payments until people restore their own incomes.
Key aspects of the program:
- The housing rental subsidy will be provided to IDP families who spend more than 30% of their income on rent.
- The subsidy amount will be individually calculated, taking into account family income, number of family members, and regional peculiarities of rental cost.
- Program participants must sign an official rental agreement.
- The state will reimburse landlords for taxes proportional to the subsidy amount.
At the first stage, the program will operate in 9 regions with the largest number of IDPs: Chernihiv, Sumy, Kharkiv, Zaporizhzhia, Mykolaiv, Dnipropetrovsk, Kherson, Luhansk, and Donetsk regions (except those where hostilities continue or which are temporarily occupied).
It is important to note that the housing rental subsidy can be received simultaneously with the utility services subsidy. The Pension Fund of Ukraine will be responsible for subsidy assignments.
The modernized program conditions provide an increased percentage of rent cost compensation for families with an income of less than two subsistence minimums (5840 UAH per person).
