The head of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, Danilo Hetmantsev, answered whether the state can currently ensure a minimum subsistence level for Ukrainians. According to the official, the current minimum subsistence level is 'absurd'.

Hetmantsev believes that the government must admit to people that the state cannot provide a real minimum subsistence level.
The head of the Committee of the Verkhovna Rada on Financial Policy noted that the current minimum subsistence level of 3000 hryvnias is absurd and does not reflect the real needs of the people. That is why he proposes to start an open discussion and create an honest calculation of the minimum subsistence level, which will take into account the real expenses of Ukrainians.
I believe that just waiting for peace is not enough. We must open a broad discussion and offer society solutions regarding the minimum subsistence level. I consider it absolutely unacceptable to have a minimum subsistence level in the budget of 3000 UAH. And the actual minimum subsistence level, calculated by the state itself, is three times higher, but also does not meet any requirements
He also added that it is necessary to calculate the minimum subsistence level honestly. And to tell people that today it is impossible to provide it, but instead to show a plan - when and how they will be able to reach this level.
Because the state has no right to carry out social payments below the minimum subsistence level - this is a violation of the Constitution
Moreover, Hetmantsev believes that the minimum subsistence level should be untied from the salaries of officials and fines, made real, and gradually reached through the de-shadowing of the economy and optimizing the budget expenditures.

Hetmantsev expressed the opinion that the current minimum subsistence level of 3000 hryvnias is unrealistic and proposes to start discussions and develop a plan for establishing a real minimum subsistence level that takes into account the true needs of citizens. He warned that it is necessary to acknowledge that at this moment the state cannot provide such a level and avoid unacceptable payments below this threshold, which constitutes a violation of the Constitution.
